Black & Veatch
has completed engineering, procurement
and
construction management of selective catalytic reduction
(SCR) additions at each of the J.M. Stuart and Killen Generating
Stations located on the Ohio River east of Aberdeen, Ohio,
for Dayton Power & Light Company (DP&L).
Each of
the four 585 megawatt (MW) units at the J.M. Stuart Station
as well as the 600 MW single unit at the Killen Generating
Station will be completed by the required operational date.
Both projects involve the addition of selective catalyst
reactors, ammonia injection systems and various support systems
for removing nitrogen oxides (NOx) from the flue gas, which
will result in cleaner air for the surrounding environment.
DP&L is adding the SCRs in response to the Clean Air
Act Amendments and Ohio NOx State Implementation Plan (SIP)
Call legislation, which requires power generating facilities
to decrease nitrogen oxide emission levels. To successfully
execute the project, an alliance team was created integrating
ownership, engineering, fabrication and construction partnerships,
which lowered costs and put the project on schedule. The
alliance team consisted of Black & Veatch, Dayton Power & Light,
Shurtleff & Andrews, SSSI, Enerfab, Steag, APi Construction
Co. and Classic Industrial Services. The compact designs
coupled with the
implementation alliance approach have resulted in a cost-effective
